Abstract

A new study presents a multi-level framework for urban pluvial flood risk assessment, combining GIS and adaptive modelling to guide cities with both engineered and nature-based mitigation strategies. Tested in Estonian cities, the approach offers scalable, practical guidance for managing flood hazards, exposure, and vulnerability amid urban growth and climate change.
